Ashaka Cement Company and its host communities in Funakaye and Akko Local Government Areas of Gombe State have signed a five-year Community Development Agreement (CDA) aimed at promoting sustainable development, improving the welfare of residents and strengthening peaceful relations between the company and its host communities.

The agreement, covering 2026 to 2030, involves Ashaka, Bage and Bajoga districts in Funakaye Local Government Area, as well as Maiganga and neighbouring host communities in Akko Local Government Area, with interventions spanning education, healthcare, agriculture, rural roads, water supply, humanitarian support, employment and economic empowerment.

Speaking during the signing ceremony, the Gombe State Commissioner for Energy and Mineral Resources, Alhaji Sanusi Ahmad Pindiga, said the agreement reflects the commitment of Governor Muhammadu Inuwa Yahaya’s administration to responsible investment and sustainable mineral development.

Pindiga described the agreement as an important framework for strengthening relations between the company and its host communities, as well as providing a platform for resolving disputes through dialogue.

He explained that an earlier agreement involving the Funakaye host communities, which was submitted to the Federal Ministry of Solid Minerals Development in November 2023, was returned after the ministry identified 12 areas requiring correction.

According to him, the necessary corrections have now been made and approved by the ministry, paving the way for the signing of the revised agreement.

The commissioner urged both the company and the host communities to honour their commitments, stressing that the success of the agreement would be determined by its implementation and the positive impact it makes on the lives of the people.

Pindiga said the state government had also strengthened the monitoring and supervision of mining and quarry activities to ensure that companies operating in Gombe State maintain valid Community Development Agreements with their host communities.

Also speaking, the Managing Director of Ashaka Cement, a subsidiary of HBM Nigeria Plc, Ibrahim Aminu, said projects contained in the agreement were jointly identified by the company and the Community Relations Committees to address the development needs of the host communities over the next five years.

Aminu said the company would undertake interventions in education and healthcare, construct and rehabilitate rural roads and support agricultural activities through the provision of fertiliser and improved seedlings.

Under the agreement with Maiganga and neighbouring communities in Akko Local Government Area, HBM Nigeria Plc pledged N45 million annually for various projects aimed at improving infrastructure and the welfare of residents.

The interventions include the provision of 765 kilogrammes of improved rice seeds, as well as annual scholarships of N75,000 each to 40 students in tertiary institutions and medical outreach programmes expected to benefit about 400 people.

Other projects include solar-powered boreholes, road construction and rehabilitation, renovation of classrooms and provision of school facilities, construction of culverts, provision of an ambulance for the Maiganga Primary Healthcare Centre and renovation of a designated healthcare facility.

The company will also install 90 solar-powered streetlights across seven communities, including 30 in Maiganga, as part of efforts to improve infrastructure and security in the host communities.

Aminu said the agreement would also promote trade and employment opportunities, assuring residents that the company would implement the projects outlined in the five-year pact.

He disclosed that the company’s new owners had commenced an expansion programme expected to increase cement production capacity to more than three times its current level, with commissioning scheduled for the first quarter of 2027.

According to him, the expansion would create more employment opportunities for residents, increase the quantity of cement available to businesses and generate additional opportunities for traders and transporters, as well as increased tax revenue.

Aminu appealed to the host communities to continue supporting the company by maintaining peace and providing an enabling environment for its operations.

In her remarks, Abimbola Adams, Principal Scientific Officer, Mines Environmental Compliance, Federal Ministry of Solid Minerals Development, said Community Development Agreements are provided for under Section 116 of the Nigerian Minerals and Mining Act.

She explained that the agreements are intended to ensure that communities hosting mining operations derive social and economic benefits from activities taking place in their areas.

Adams said the federal government, as regulator, would continue to ensure a fair balance between the development needs of the communities and the obligations undertaken by the company for the five-year period.

She added that the law provides sanctions for both mining companies and host communities that fail to honour commitments contained in their agreements.

The CDA also provides for joint monitoring of projects, with any changes to budgets, specifications or implementation timelines to be documented and agreed upon by the parties.

Traditional and community leaders who witnessed the signing welcomed the agreement and called for fairness, dialogue and peaceful coexistence between the company and its host communities.

The District Head of Atiku, Engineer Muhammad Ardo, commended the parties for resolving previous disagreements and expressed optimism that the agreement would promote lasting peace and development.

Similarly, the District Head of Fiyau, Alhaji Ahmed Muhammad Seyoji, called for fair treatment and equal opportunities for the host communities, urging the company and relevant authorities to ensure residents benefit meaningfully from mining activities in their areas.

The Chairman of Maiganga Community, David Daniel, appealed to residents to embrace dialogue, respect the law and avoid taking matters into their own hands whenever disagreements arise.

Traditional leaders and representatives of Ashaka, Bage and Bajoga districts, as well as representatives of the Maiganga and other host communities in Akko, participated in the signing.

The parties expressed optimism that the five-year agreement would strengthen cooperation, promote peaceful coexistence, improve essential services and ensure that the company’s operations deliver lasting social and economic benefits to its host communities in Gombe State.

Gombe Records Sanitation Milestone as Shongom, Nafada Achieve ODF Status

Published

By Our Correspondent

Shongom Local Government Area of Gombe State has been declared Open Defecation-Free (ODF) by the National Task Group on Sanitation (NTGS), marking a significant milestone in the state’s efforts to promote environmental sanitation and improve public health.

The declaration was made on Wednesday, September 30, 2026, during the ninth meeting of the NTGS in Abuja, where Shongom was recognised as the 184th local government area in Nigeria to achieve the ODF status.

The achievement reflects ongoing efforts to promote hygienic practices, improve sanitation facilities, and encourage communities to abandon open defecation in favour of safe and hygienic toilet facilities.

The milestone was recorded under the leadership of Alhaji Gidado Umar Kumo, Chairman of the Gombe State Task Group on Sanitation (STGS) and General Manager of Vision FM 92.7 Gombe, in collaboration with the Rural Water Supply and Sanitation Agency (RUWASSA), the Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) programme, and the Gombe State Government.

The state government is led by Governor Muhammadu Inuwa Yahaya, whose administration has continued to support initiatives aimed at improving water supply, sanitation, and hygiene across the state.

The recognition also highlights the importance of community participation in achieving sustainable sanitation goals, particularly through public awareness campaigns, the adoption of hygienic practices, and the provision and use of appropriate toilet facilities.

Commending the people of Shongom and Nafada for their commitment to environmental cleanliness, the sanitation stakeholders acknowledged the importance of collective responsibility in building healthier communities.

Open defecation remains a major public health concern in many communities, as it can contaminate water sources, spread diseases, and expose residents to preventable health risks. Achieving ODF status is therefore an important step towards improving public health, protecting the environment, and promoting human dignity.

The declaration is expected to strengthen ongoing sanitation advocacy across Gombe State and encourage other local government areas to intensify efforts towards attaining ODF status.

However, while the announcement identifies Shongom as Nigeria’s 184th ODF local government area, the specific status of Nafada was not separately detailed in the information provided.

Sustaining the achievement will require continued public education, proper maintenance and use of sanitation facilities, regular monitoring, and the commitment of residents to maintaining hygienic practices.

The development represents an important step in Gombe State’s drive towards a cleaner and healthier environment, in line with Nigeria’s broader sanitation objectives.

By Ahmad Abubakar Usman

The Pro-Chancellor and Founder of North-Eastern University, Gombe, Dr. Sani Jauro (Danlawan of Gombe), has approved a salary increase of between 40 and 65 per cent for all categories of staff of the university, effective immediately.

Dr. Jauro disclosed this in an interview, explaining that the decision reflects his continued commitment to staff welfare and his belief that investing in the people responsible for delivering quality education is essential to the growth and success of the institution.

The latest increase is the third major salary intervention approved by the Founder within three years. The university had earlier implemented a salary increase of up to 35 per cent in October 2023, followed by another 20 per cent increase after its strong performance in the 2024 National Universities Commission accreditation exercise, where all programmes presented by the university received full accreditation with an aggregate score of 91.4 per cent.

Explaining why he continues to approve salary increases despite the rising cost of running a university, Dr. Jauro recalled his experience as a university lecturer and former member of the Academic Staff Union of Universities (ASUU).

“I was a member of ASUU as far back as 1989, so I know the pains and pleasure of being a University Lecturer,” he said, adding that “Education is our family legacy.”

The latest salary review comes at a significant period in the development of North-Eastern University, as the institution has successfully graduated its pioneer set of students and is preparing for its maiden convocation scheduled for November/December 2026.

The university has also secured Full Accreditation from the Architects Registration Council of Nigeria (ARCON) for its Architecture programme, further demonstrating its growing academic and professional standing.

Beyond staff welfare, Dr. Jauro has approved a 50 per cent scholarship for students admitted into six strategically selected programmes, while staff of Pen Resource Academy, the institution’s founding Nursery, Primary and Secondary Schools, will receive a further 20 per cent salary increase.

The Vice-Chancellor, Prof. Yusuph Amuda Yahaya, described the latest salary review as a demonstration of confidence in the university’s workforce and an investment in the institution’s future.

He said the success of a university is ultimately measured by the quality of the people who teach, support and sustain it, adding that the gesture recognises the contributions of staff and strengthens the institution’s commitment to achieving more in the years ahead.
